As electric scooters have become increasingly popular, public safety and regulation concerns have escalated. The growing trend of minors riding these vehicles at high speeds without proper authorization has raised alarm among policymakers and citizens alike.

The absence of stringent oversight has led to a surge in accidents, sparking urgent discussions on the need for stricter laws.

Electric scooters, while convenient and eco-friendly, pose significant hazards. Many scooters are illegally modified to reach dangerous speeds, rendering the current regulations ineffective. The government's attempts to introduce safety measures, including mandatory licenses, helmet requirements, and passenger restrictions, have not been enough. To truly enhance road safety, the National Police Agency has proposed implementing at least a written examination to ensure riders understand fundamental traffic laws.

Globally, stricter policies have been implemented to regulate electric scooter usage. Germany enforces a comprehensive licensing system, while France mandates helmet use and imposes severe fines for non-compliance. In stark contrast, South Korea’s relatively lenient regulations have proven inadequate in addressing safety concerns. Experts suggest South Korea should take inspiration from international best practices, implement stricter licensing requirements, and strengthen law enforcement to mitigate risks and ensure a safer riding environment for all road users.
